I moderate some mailing lists too, and my approach is to use
"quoted-printable" mime encoding for internacional characters. Majordomo
sends you the message to approve, and you don't need any special action
to use >127 ASCII codes. Take care do not wrap lines while approving
messages.

I don´t use digests, but I've written C code for an e-mail2pager gateway
that translate Quoted-Printable escape codes to ISO 8859-1 codes, and
ISO 8859-1 to standard ASCII codes (<128), so adaptation must be
trivial...
