It depends...  it depends.  Is this subject line always the same?
Does it change with regularity?  Can you make a list of the subject
lines that you want to use?  If so, you may be able to hack the 
digest script to do it automatically, but you'll have to give
more info about the subject line you want to supply.

Also, what do you mean about "moderate the subject line of each
individual message"?

If you're more explicit about what you're trying to do, it will
be easier to talk about possible solutions.

More immediately possible:

I suppose the easiest (!) way would be to make the digest a moderated
list so that the mail gets bounced to someone for approval.  This
person could change the subject line before approving the mailing of
the digest, and -- if this is really what you mean -- they could
edit the individual subject lines, but this would really be a pain.
