Just the owner; it's being submitted for the owner's approval, so it would
be self-defeating to send it to the list anyway.

Things bounce for a reason; if it bounces once, it will bounce again.  The
real solution is to do what you're being asked to do and decide if you want
the message to go out or not.  If you do, approve the message by following
the procedure in the documentation.  (Specifically, see the approval
section in list-owner-info.)
