list.config - restrict to subset?

Has there been any talk of being able to restrict a list owner's 
ability to change the settings in list.config to a subset of the
whole file?  

This would be useful if you'd like to allow the list owner/maintainer the
ability to change some settings (e.g., message_header or subject_prefix),
but don't want them messing with others (like those involving regexp's
or digest stuff).
