I can understand approval, but why would it send a message for approval
when it is not a request, but a simple message being posted to the list.

understand there, just feel that majordomo should not be checking
messages going to mail lists like majordomo-users@xxx.yyy for admin
commands. These is what majordomo-users-requests@xxx.yyy is for.
