Well, I've a suggestion:
Tell us what the problem is !
>From what you say below, it could be :-
1. People keep unsubscribing other people from the list and we don't
want them to;
2. People can't unsubscribe others from the list, and we wish they
could.
The answers to both questions probably lie in the 'unsubscribe_policy'
variable in your list .config. file. A more detailed question will
almost certainly bring a more detailed answer :-)
