Make it a moderated list with a digest version, and _only_ allow
people to subscribe to the digested version.  Then, you or the
moderator can approve messages as they come in, getting them added to
the digest.  Then you can either manually kick the digest, or once it
gets past a certain size it can send out.

This is actually kind of a cool idea for how to use majordomo
