Subject: restrict-post parameter in list-config does not seem to work

As per the documentation one should be able to restrict who can post to
the list. I did the following:

1. Changed the restrict-post value in test-config to:
	restrict-post = test-restrict-post
2. Performed newconfig test password.
3. Added user xxx@fnb.fcnbd.com to the file test-request-list.
4. Posted a message to the list from yyy@fnb.fcnbd.com.

xxx and yyy are both members of the list.

The message got posted. Majordomo shold not have allowed this to happen. 
Is this a bug or am I doing something wrong or that this feature does
not exist.
