That fixed it. thanks Jeff (and Jason).  I didn't completely understand that
I had to use the resend for all the headers, etc..  The wording seemed a bit
vague.  '...through "RESEND" to catch Majordomo commands...'   I had a
config set to watch all incoming msgs for majordomo commands (subscribe,etc)
already so didn't see the need to use resend..  I understand now that
'commands' in this instance meant list.config file commands.
