Subject: Moderator approving subscribes? Help...

I'm sending this a third time, from a different email  - for some reason my
emails are having trouble getting out.

I have some people that need to be able to approve postings and
subscriptions to their mailing lists.  I don't want them to be able to
change the config files, however, because they are not technically adept
and they'll just break something. 

It seems that the list owner is the only person who can approve subscribes
and the moderator the only one who can approve posts.  Is there a way to 

a) Allow the moderator to approve subscribes
or
b) Restrict the list owner to not doing much harmful except for approving
subscribes

It'll just be my time fixing it if these folks messwith their config files.
 I read the FAQ about the three different passwords, and if I read it
correctly the list.passwd file is just good for either function, it
couldn't be used to prevent the in-config-file list owner password from
writing config.  Correct?

Any help would be appreciated.  Again, sorry if you see this again, but I
haven't seen any of my posts come through lately.
