How about making it a "closed list" and set it to "restrict_post"? That's
the way mine is set.
If you simply don't upprove any new zubscriptions, then the number of
zubcribers to the list (by default) is limited to the members of the list
and you can keep it at any number you wish. It works for me, though I do
it for different reasons.
