You should verify that in the alias for your list you are referring to "resend" program.

For the life of me, I can't get majordomo to respect my .config
settings.  I have a mailing list called tsn with a single address.  I
also have a tsn.config file and within that, I have the following
parameters defined:

moderate = yes
moderator = mod@saabnet.com

However, no matter what address sends to tsn, the message is always
delivered to the recipient listed in the tsn file.  Why won't it act
like a moderated list only allowing mod@saabnet.com to post?
