A mailing list package is supposed to deal with messages. It doesn't care
what's in them. What special things is a MLM supposed to do with HTML,
besides support throwing it out?

Majordomo handles HTML messages just fine, except that the digest format it
uses is incompatible with MIME. There's a patch floating around that fixes
it.
