newinfo/newintro

I thought the newintro/newinfo commands were supposed to replace the
intro/info file people get when they subscribe, but my "replacement"
file was just appended onto the end of the old message.  Is there a way
to replace the whole intro/info files, or is it mandatory with Majordomo
to keep the original info as-is at the top of the file?
