There is no "convient" way to do this.
You can
Create a list of unsubscribe requests to remove all the old people
Create a list of subscribe requests for all the new people.
But at that point, since you know both lists, you can generate
the change list, so you might as well do that.
This could be a local program that takes an access database
and the majordomo who listing and creates a change list.
