SENDING BOUNCED MAILS TO THE LIST

Hello Everyone:

I am a list owner.  From time to time, I get bounces from people that are
NOT AUTHORISED to post to my list.  How can I repost the bounced mail to
the list without the bounced mail notification headers appearing as part
of the post?  

I tried using the REPLY function in PINE, but it hasn't worked.  Any
other ideas?  Where in the header do I APPROVE the mail for forwarding to
the list?  Any help will be thankfully appreciated.
