The 9804 stands for April 1998... as soon as it's May, it'll start a 9805
one (and then the index will show two)... you have it set to archive
monthly.. Meaning all posts for the month go into one file. I know you can
change this to daily (so all posts for each day go into a separate file),
in which case the files would show up as:
misnews.980429
misnews.980430
misnews.980501
and so on.
Not sure if there is a weekly switch or not but there should be.

Dunno about setting up a digest, but what it does is when it reaches a
certain point (every post to the list gets added to the end), it gets sent
out to those subscribed to the digest list.
