It's the person who sends the message who determines what is in the
To line.  It would really be a very bad thing to tinker with that.

If you have a list with a Reply-To list (not really a good idea,
except in unusual circumstances of a very small tight list or a small
list with very experienced participants), then you could do things
that would encourage individual users software to construct to's
like that.
