We create campus-wide lists from a central database; the list is set
with zubscribe_policy and unzubscribe_policy = closed, so Majordomo
won't be editing the lists.  For new lists we copy a template config
file and edit the list name etc.  Then 'tis a simple question of
writing the addresses to the list file whenever the database changes.
This doesn't give absolute safety, but it works ok for us.
