Majordomo does no such thing.  Unless you have hacked upon it yourself,
Majordomo doesn't touch the To: header.

You have just discovered that different mailers have different behaviors.
You cannot control this.

What does 'export' mean to you?  What do you want the Reply-To: header to
appear as?  All Majordomo can do is put it in the message; it can't control
how a user's mailer will respond.
