Yes.
The approve password is for approving posts that require moderator or
other approval. For a moderated list or a list with restrict_post or
a list with administrivia or taboo filtering, the appove password
is what is needed.
For anything that changes the state of the list (including subscribes and
unsubscribes) the admin password is needed.
In practice we often want to divide things up differently. (Have one
password for changing the configuration file, and another for everything
else), but the semantics of the majordomo passwords does make sense
if you think about it. It just doesn't cut things up in the most
useful way.
