We're working on a more flexible scheme where you have one master password
(per list) and any number of other passwords, each with its own list of
capabilities.  Capabilities are things like the ability to approve
postings, add or remove members, change sets of config variables, etc.

All of the functionality should be there in the current development
version, but it is not well tested.  As usual, majordomo-workers is the
place to be if you want to help flesh this out.
