With respect to admin passwd vs approve passwd.
I believe that you are not thinking of the "approve"
passwd in the right way.
the ADMIN passwd is for administrative changes. Including
approving of changes to the list.
the APPROVE passwd is for the APPROVAL of posted messages
to a list that is moderated or otherwise restricted.
So you want to use the admin password to make administrative
changes, including using approve.
