But I don't see how this will give me both options - sending the message
to (the distribution list AND the archive) OR (just the archive) -
without requiring two lists be set up for every list - something I am
hoping to avoid. Won't the two options always archive and always send to
distribution list? Or am I missing something?

What I am seeking is a way to put some messages of no great immediate
importance into the archive without bothering the list subscribers with
them.
