So why not just follow the suggestion? Did you try it? In exactly what
way did it not do what you want?
restrict_post acts almost exactly like moderate=yes, except that moderate
requires that all posts be approved, while restrict_post requires that
posts from those not on the supplied list of addresses to be approved. So
giving restrict_post a file with one address in it lets that address post
while all other messages are sent to the moderator. In other words,
restrict_post implicitly turns on moderation, then excludes addresses from
moderation.
