Subject: possible bug in 1.9.4

If a reply-to header is included in the config file, bounces are sent
there rather than to the owner-<list name> unless a moderator is also
specified.

This causes a mail loop anytime the reply-to is an actual "list name"
and mail is sent to a closed list "list name"

I don't believe this was the intention. All bounce messages should go
to the owner-<list name> or perhaps the sender.
