Subject: list accessibility for developing countries

I am establishing a mailing list this week. This list is most particularly
meant for people from developing countries. I want to make it as
accessible as possible for people from developing countries.

Does anyone on this list have experience running lists that have many
subscribers from developing countries? What technological, economic,
and other barriers do subscribers and potential subscribers from
developing countries commonly face? To what extent can I help make
sure my list is as accessible and usable as possible for users who
are from developing countries?

This list has both a regular and a digest version, the latter of which
will help those who have to pay for each e-mail they receive. What
else is there I can do?

Thank you to any one who is able to offer assistance or advice.
