Probably because newer mail clients will ignore Reply-To because of broken
mailing lists.  Try removing it entirely and see if the problem goes away.

If you keep telling them that, of course they won't.

Don't coddle them; force them to learn to do it right, the hard way if
necessary (one embarassing post is usually sufficient).  It isn't rocket
science.
