I assume you mean "noadvertise", and yes, it does work. adv/noadv happen to
be attributes kept in the Key Cache file. I would guess that you are
tweaking the list config and testing without updating the cache first.

There's a major hint in the docs: "With an enhancement available for
Majordomo (see patches in contrib/)..."

You need to know how to use "patch" and possibly how to read patches and
apply by hand where necessary (since the line numbers do not match up
perfectly).
