moderate list not working

I am attempting to set up a moderated list on Sun Ultra 170 version 2.5.1 with 
sendmail 8.6, majordomo 1.94.4, and perl 5.004-01.

The aliases file has:

all:	"/usr/local/majordomo/wrapper resend -l all all-list"
all-list:   :include:/usr/local/majordomo/lists/all
all-owner: abh8213
all-request: "/usr/local/majordomo/wrapper majordomo -l all"
owner-all: abh8213,

I have the all.config file set up with the "moderate = yes".

When a subscribed user attempts to send a mail message to the "all" list, they get the 
message below:
"/usr/local/majordomo/wrapper resend -l all all-list"...Can't create output: Permission denied

When I attempt to do the following to check out the mailing of the all aliases:
/usr/lib/sendmail -bv all
(Same output as above)

The permissions on all the files in the "lists" directory and other lists that ARE WORKING are 770 with majordomo the owner and group.  None of these other lists are being moderated.

What/where is the output trying to be created?

Any help on this would be greatly appreciated..thanks in advance.
