Your reference is circular:
npsai-list : "|/usr/local/majordomo-1.94.4/wrapper resend -l npsai-list
-r npsai-list@npsai.com npsai-list"

The last "npsai-list" is what resends the mail to, and that should be a
pointer to the actual list, not to the alias itself.
