moderate=yes requires that a posting contain a valid passwd before
being distributed. restrict_post=file requires the address of the
poster to be in 'file' before being sent.
Failure to meet either condition (or others: header length, message
size, administrivia, etc) cause a BOUNCE to be sent to the moderator
for followup action. If 'moderator' is undefined in the config file,
the message will go to the list-approval address (which is often, but
not always, the same as the list-owner address).
