Subject: update list by just uploading new file?

Some majordomo installations have a command -- newwho -- that enables you
to overwrite the contents (addresses) of a list with a new list.  I'm
trying to replicate this functionality.  

I could do this by just manually uploading a new list, and overwriting old
the one each time.   Is this advisable?  It seems a little risky, though
I'm not sure why.  Has anyone else done this?
