What is outgoing-batch.pl?  It's not part of Majordomo.

That depends on the SMTP server.  It is almost never in bytes.  The
relevant standard (RFC821) specifies that an MTA most accept 100
recipients, but many sites violate this in some misguided attempt to
prevent spamming.

You should probably send them to whoever wrote that script.  If it were
part of Majordomo, you would send it to the majordomo-workers list, but
note that the next version is a complete rewrite.  Information about it is
