moderated lists

Hi

I am trying to setup a moderated list (where a moderator has to approve
of the mail then resend to list)

According to the FAQ you need to set 'moderate' to yes; which I have
done. And I've set an 'approve-passwd'.
Yet test mails go straight out to the list.... is there another factor
in moderating a list????

all suggestions greatly.. etc,.
