  Use the command RESTRICT_POST. Suppose your list is called "MyList"
  and that your list has a digest ("MyList-Digest"):

  restrict_post = mylist:mylist-digest

  Change from "subscribe_policy = open+confirm" to
  "subscribe_policy = closed"
