The aliases is incorrect. Now it reads
majordomo: "/usr/local/majordomo/wrapper majordomo"
or something, but it should read
majordomo: "|/usr/local/majordomo/wrapper majordomo"

As it is now, you tell sendmail to append the mail to the file
/usr/local/majordomo/wrapper.
