The $admin_ headers are for administrivia checks, which can be
enabled via the 'administrivia' list keyword. 

One might assume there is a correspondingly configurable taboo=yes/no 
keyword, but there isn't. It's easy to add it in though. In lieu of
local hacks, Jann is right.

I believe 2.0 will allow this to be configurable...
