funky <list>.new permissions

My list is "rtl", so ... what's up with rtl.new? When a member sends a
"unsubscribe", the MAIL user creates this file as mail.mail, and then
majordomo aborts because it can't chmod it to majordom.majordom.

Also, my L.rtl is created as user mail.mail. 

Also, I've had to create my list, majordomo home directory as world read
and writable or else nothing works. So what's being run as what, here?
