 Check your aliases.  Does your listname alias simply :include: the
~majordom/lists/listname?  Or does it pipe the message to resend? The
moderate function is implemented in the resend script, so you must set up
your listname alias to pipe to resend, which then sends them to
listname-outgoing, which includes the file of list members.
