It is not a header. It is a separator. The information in it might be
used by mail, mailx, Mail and the like, but it is in no way part of mail
standards (although it is not a violation of mail standards because it is
not transmitted over any standard or public mail transport machanism).
Another common separator is a string of four (five?) Ctrl-As on a line by
themselves. Again, this is up to the software that stores and retrieves
your mail from a file.
