While this will certainly work and is a very straightforward

Our experience has been that pre-loading subscribers leads to
problems when they later wish to unsubscribe. This can be
extremely frustrating for them.
Often users have multiple addresses and access methods.
I have gotten to the point of suggesting (strongly) that list
owners not pre-load the list, but rather notify people that they
may subscribe themselves.
Your mileage may vary, but that seems to work best for us.
