I can answer it in three ways:

1) No, this is not supported.

2) There is a script at my site that works like 'approve' but instead sends
   a rejection notice to the sender.

3) The development version supports what you want, along with a bunch of
   other stuff to make securing your lists simpler and at the same time
   less Draconian than just refusing all posts by non-members.

If you want to hack, feel free, but I'd ask you to at least consider
putting your effort into bringing the development version to fruition.  See
