Reading the comments in the configuration file should help.
who_access = list
will take care of that, restricting info access is a bit trickier, and I
will leave that to others to comment on.
BTW, for a list with open subscription, having who_access = list is
considered two lax. For most lists,
who_access = closed
is recommended.
