It is your local setup.  It could be Sendmail, it could be your mail
reader.  Majordomo just sends out a file which has embedded lines which
look exactly like the lines which separate messages in an mbox file.  The
receiver is responsible for making sure that those lines don't confuse
anything, either by escaping 'From ' in the body or by adding a
Content-Length: header.  If the latter, the user's client is responsible
for understanding it and not breaking the messages at improper places.
