I'm certainly not a sendmail guru, and I don't know if this will help, but
my first thought in implementing something like that would be something
like this:

1) Set up the p_list alias to use resend.
2) configure the p_list.config with similar options to the sub-lists, but
its own unique subject-prefix, message-fronter, message-footer.
3) make the p_list-outgoing alias point directly to the sub-list outgoing
aliases:
p_list-outgoing:  "a-list-outgoing,b-list-outgoing,s-list-outgoing"

This would eliminate multiple passes thru resend for each message, and
would make the messages being sent to each list absolutely identical, so
sendmail has a better chance of seeing them as duplicates.  The way you
have it configured, sending the 'raw' message to each list's incoming
address separately, would result in slightly different messages hitting
sendmail, due to differences in the message-headers, subject-prefix,
message-fronter, and/or message-footer options in each list's .config.

Maybe someone with more knowledge of sendmail's duplicate-detection logic
can tell us just how close to exactly duplicate they have to be?
