If the Approved: line isn't in the header, it must be the _first_ line of
the body.
Your options are to really put the Approved: line in the body or to try the
development version, which understands MIME and will look for the Approved:
header in a bunch of other places (first line of MIME preamble, first line
of first part, in a separate part with an attached message/rfc822 part
containing the message to be approved, etc.). Some info on the development
