This is not a Majordomo thing. Instead it looks like someone has
tried to implement a Mail Relay filter but screwed up, so that he
refuses to handle mail for some domain (public.com) although MX
records direct such mail to him. Typically this happens for alternate
MX host (higher "cost") that didn't notice or know.
