Which is exactly as it should be. Message headers _must_ be sent in plain
old 7-bit ASCII. To encode other character sets in headers, the method
outlines in RFC2047 is used. It results in headers which look like what
you've quoted. When your mailer sees them in the header, it decodes them
for you automatically but when they show up in the body of the approval
message your mailer doesn't do any decoding and you see the raw version.
Approve the message and see what the result looks like.
