You are going about it the wrong way, you don't change the above value to get a 
footer to work, instead look for the following lines and put something between them.

message_footer  <<  END

END

I have something like this on my mailing lists:

message_footer  <<  END

This is the $LIST mailing list. to UNSUBSCRIBE, read the following:
http://somedomain.com/listinstructions.htm for instructions

END
